The Village Board of Trustees is the legislative body of the Village
of Massena. This Board consists of a Mayor and four Trustees who are elected
at-large. They are elected to four year terms with elections staggered
every two years. As the governing body, the Mayor and Board of Trustees
set laws and policies for the Village, appoint certain officials, administer
Village finances, oversee Village services, and handle legal matters.
Regular meetings of the Board are held at 5:30 P.M. in the Town Hall
located at 60 Main Street. The Board meets on the first and third
Tuesdays of the month, except during the months of June, July, and August
when the regular meetings are held only on the third Tuesday of the month.
In addition, the Board holds special meetings whenever urgent business
requires and for special work sessions for larger projects and budget
preparations. The annual Organizational Meeting is held each year on the
third Tuesday of December.
Public Participation sessions are held during all regularly scheduled
meetings to allow citizens of Massena the opportunity to address the Board
on items of concern.
The Mayor insures that village policies are carried out by the various
Village Departments. The Village provides the following services: Police
Department, Fire Department, Department of Public Works, Water and Waste
Water, Code Enforcement, Housing, and Recreation. The Village utilities
serve over 5,000 properties, while the Street Department maintains over
40 miles of roads. Refer to individual department pages for additional

There are 16 standing committees of the Board. Ad hoc committees are
assigned as needed. The function of the committees is to study and recommend
policy to the Board of Trustees for Resolution.

The Village Administrator is the chief administrative officer of the
village and is appointed by and serves at the pleasure of the Village
Board. The Administrator’s job is to manage the day-to-day operations
of municipal services and utilities, and to assist the Board in planning
and directing municipal affairs. Contact:

The
Code
of the Village of Massena is the local laws, on many different subjects,
that have been adopted over time by the Village Board. It is prepared
at the direction of the Village Board under the supervision of the Village
Attorney. The Code is available for viewing and downloading from this
website. Please refer to the Village Clerk web page for more information.

The Village uses numerous volunteer boards to assist with Village Operations.
The commitment and dedication of these Boards provides a professional
approach in a multitude of areas relating to local concerns and initiatives.
MASSENA PLANNING COMMISSION
The Massena Planning Commission is responsible for reviewing future development
plans, reviewing building permit applications in the Village Residential
and Business Districts, and for zoning recommendations to the Village
Board. This body, created by local law, consists of seven members appointed
by the Mayor and approved by the Trustees. The seven members of the Planning
Commission serve three year terms and are appointed by the Mayor with
Trustee approval.
The current Planning Commission members are: Franklin Hutt, Chairman;
Mike Caulfield; Edward Lalonde; Brian Schafer; Marcel Quenneville; Brian
Trzaskos; and Beverly Welsch.
MASSENA ZONING BOARD OF APPEALS
The Zoning Board of Appeals is responsible for hearing zoning variance
requests, building variance requests, conditional use requests, substitution
of nonconforming use requests, appeals from decisions made by the Code
Enforcement Officer, and questions about zoning district lines. The five
members of the Zoning Board serve three year terms and are appointed by
the Mayor with Trustee approval.
The current Zoning Board of Appeals members are: Noel VanDusen, Chairman;
Roger Bennett; Richard Esterline; Fred Conn; and Lydia Marlar.
BUSINESS DEVELOPMENT CORPORATION FOR A GREATER
MASSENA
The Business Development Corporation for a Greater Massena (BDC) is a
combined entity of the Village and Town. The BDC Board oversees operations
at the Massena Industrial Park and contributes to the overall economic
growth and development of the greater Massena community. The Corporation
is funded annually by the Village and the Town with the funds being used
to assist existing businesses as well as fostering new development. The
seven members of the BDC serve three year terms and are appointed equally
by the Village and the Town.
Current members of the BDC Board of Directors include:

Treasurer; Jack Sauve Jr., Secretary;
Forrest Kimball, and Mark Reagan.
MASSENA RECREATION COMMISSION
The Recreation Commission is another cooperative effort by the Village
and the Town of Massena. The Recreation Commission was established to
guide the community on matters relating to the administration, operation,
and provision of recreation programs; the acquisition, development, maintenance
and operation of open space and park land and outdoor and indoor facilities,
and the establishment and maintenance of a recreation system for the Village
and Town. The five members of the Commission serve five year terms and
are appointed equally by the Village and the Town.
The current Recreation Commission members are: Dave MacLennan, Chairman;
George Hammill; Fred Dupee, Vice Chairman; John Horan; and Martha Slack.
ASSESSMENT REVIEW BOARD
The Assessment Review Board meets to review individual property assessments
to insure standardization and uniformity throughout the community. Annual
public meetings are held to meet with property owners.
The current Assessment Review Board members are: James Norton, Chairman;
David Bence; Michael Kassian; John LePage; and Robert Morgan.
MASSENA HOUSING AUTHORITY
The Massena Housing Authority oversees public housing in the Village.
Currently, there are three buildings primarily dedicated to housing for
seniors as well as a planned development for low-moderate income families.
Day-to-day activities are managed by an Executive Director. There are
seven members on the Housing Authority Board. Five members are appointed
by the Mayor, approved by the Trustees for five year terms. Two members
are elected by the tenants.
The current Housing Authority members are: Morris Dufresne, Chairman;
Patricia Pelligrino, Secretary; Veronica Dunnscomb, Tennant Rep.; Roger
Clough II; W. John Davis; and Donald McCormick.
ARBOR COMMITTEE
The tree committee is the Village's newest citizen advisory Board. The
committee is charged with the reforestation of the Village made necessary
by neglect and the ice storm of 1998. It is generally responsible for
tree and shrub plantings, and approves removal of dead or danger trees
when necessary and appropriate. As a result of the work by this committee,
the Village received "Tree City USA" recognition by the National
Arbor Day Foundation in 2003. Tree City USA is a recognition for communities
effectively managing their tree resources.
The current Arbor Committee members are: Mike Gleason, President; Odile LaComb;
Richard Marshall; Phyllis Moore; Dale Raymo; Mark Ryan; and Mike Violi,
Vice President.

of the Village's Tree-Related Work
HUD GRANT BOARD
The HUD Grant Board is responsible for the Village's housing rehabilitation
assistance program. This program provides assistance to eligible individuals
and families for repairs to single family homes. The Board reviews all
applications, contracts, and progress of work. The Board also reviews
applications for assistance for the Village's first-time home buyers program.
The current HUD Grant Board members are: Suzanne LaPointe, Chairwoman;
David Bence; Rev. George Middleton; Richard Maginn; and Robert Scully.
BOARD OF ETHICS
The Board of Ethics is responsible for insuring the highest standards
of ethics and behavior by elected officials and employees.
The current Board of Ethics members are: Glenn (Joe) Adams; Karen George;
Herb Deshaies (Village Liaison); Attorney Michelle Ladouceur (Ex-officio); Dale
Raymo; and Pastor Douglas Shear.

The Massena Village Board conducts two meetings each month, on the first
and third Tuesdays, except on Election Day in November. The Board conducts
only one monthly meeting in January, June, July and August.
To encourage public input on the issues before the Board, the Village Clerk will provide the most current agenda -- appearing as a PDF link next to the Board meetings listed below. However, items may be added to or deleted from the agenda at any time up to, as well as during, the actual meeting. A "Public Comment Period" is a standard item on every regularly-scheduled Village Board Meeting agenda and residents are encouraged to take advantage of that opportunity to share their comments and concerns with the Board.
