The principal mission of the Massena Police Department is to preserve the rights of all its citizens, the prevention of crime, protection of persons, property, maintenance of public order, and to respond to events that threaten public order and the protection of life and property.
The Massena Police Department was created by law in 1888 and the first Constable was appointed in 1894.
The Village of Massena shall recruit, select, advance and retain qualified employees on the basis of their ability, knowledge, and skills in accordance with the New York State Civil Service Law.

Massena is named for Andre Massena, Napoleon Bonaparte’s great general.
Massena is the center of industry and commerce in New York’s “North Country.” Located in northeastern St. Lawrence County, the community is strategically located on the Canadian border and the St. Lawrence River.
Massena is a unique community in that there are three rivers flowing through it. The Grasse and Racquette rivers flow to the St. Lawrence River. The St. Lawrence River forms the Town’s northern border, and also is an international border with Canada.
Massena has three major international industries, and cosmopolitan shopping and dining.
Massena is a short drive from the Adirondack Mountains and foothills.
The Population of the Village of Massena is more than 11,000. Within 750 miles of Massena is 46% of the US population, and 70% of the Canadian population.
Massena offers the urban amenities in a beautiful rural setting.
MASSENA POLICE DEPARTMENT
The department currently employs 21 sworn Police Officers:
1 – Chief of Police; 4 – Patrol Sergeant; 2 – Investigators; 14 – Patrol Officers
Several employees are trained in specialized services, so that the department can achieve its mission [Drug Enforcement, Evidence Technicians, Certified D.A.R.E. & School Resource Officer, Bicycle Patrols, Commercial Vehicle Inspector, Motor Vehicle Accident Reconstruction Officer, 2 Canine Teams
The department’s sworn staff is supported by several civilian employees including: Clerk / Secretary, Civilian Dispatchers, Police Matron, Animal Control Officer, School Crossing Guards, Custodian
BUDGET AND OPERATING EXPENSES:
The department operating budget for 2006-2007 is $ 1,659,599.89. $ 1,455,217.49 is allocated for Personnel Services, $ 101,982.24 is allocated for Contractual Purchases, and $ 101,900.16 is allocated for Equipment.
SALARY AND BENEFITS
The Sworn Police Officers in the department are members of the Massena Police Protective Association and are covered under the Collective Bargaining agreement between the M.P.P.A. and the Village of Massena.
Patrol Officer Salary
The beginning base salary of a Police Officer for the department is $ 26,332.80 (June 1, 2006) Patrol Officer’s salary ranged from $ 26,332.80 to $ 48,11040.
NOTE: Specific benefits are covered under a Collective Bargain agreement.
The M.P.P.A members are members of the NYS Police and Fire Retirement System.
